Consider carefully, do you want to work for someone else, where they provide most of the photography equipment and it's relatively easy to get started or, do you start your own photo business, as a freelance photographer. One tempts with the lure of greater security and low cost of entry, the other offers great freedom, creativity and adventure.
Over half of all working photographers are self-employed, so the costs, responsibility, and control are all their own. As a freelancer you’ll spend a surprising amount of time promoting yourself, looking for jobs and taking care of business. Keep in mind, it’s a business, your own independent business. If you’re not motivated to get out there and find work, the work won't come, the bill collectors will.
No matter which choice you make, most photo work will be found in larger metropolitan areas, also most of the competition.
